Planning in rural territories from a sustainable territorial development approach: The case of La Guajira, Colombia

Abstract
This study analyzes the articulation between rural development and land-use planning from a sustainable territorial development approach applied to the department of La Guajira, Colombia. A mixed methodological design with a descriptive–analytical scope was adopted, integrating document review, semistructured interviews, participatory workshops, and territorial statistical analysis. The results reveal significant structural gaps between periurban and traditional rural territories, reflected in differences in access to basic services (68% vs. 39% for electricity), productive diversification (47% vs. 28% in tertiary activities), and youth migration (6.2% vs. 14.8%). Additionally, relevant environmental issues were identified, such as soil erosion affecting 41% of productive areas and an 8.7% reduction in vegetation cover over the last decade. It is concluded that land-use planning constitutes a structuring axis of sustainable rural development, and that participatory planning strengthens governance and coherence between public policies and territorial dynamics.
