Education, territory, and inequality: A socioeconomic diagnosis for university regionalization in southern La Guajira

Abstract
This article presents a comprehensive socioeconomic diagnosis of the municipalities of Hatonuevo, Barrancas, Fonseca, and Distracción, located in the southern region of La Guajira (Colombia), with the aim of identifying the main challenges related to population, education, economy, politics, culture, health, and the environment, and proposing guidelines to strengthen university regionalization. Through a mixed-methods approach and a non-experimental design, surveys, interviews, and fieldwork were conducted. The results reveal deep territorial inequalities, extractive dependency, weak local institutions, and limited coordination among stakeholders. It is concluded that the University of La Guajira must play an active role in the transformation of the territory through a contextualized academic offer, applied research, and citizen participation processes.
