Protest as a mechanism of citizen participation in demanding the principle of effectiveness of the social security system in Chocó

Abstract
This article analyzes citizen protest as a mechanism of participation to demand the effectiveness of the social security system in Chocó. The objective was to examine protest as a tool for demanding rights and to propose legal and institutional alternatives for an effective guarantee. The methodology was socio-legal with a qualitative approach and an analyticaldescriptive method. It was based on the review of jurisprudence (especially Order 282 of 2016 and Judgment T-760 of 2008), institutional reports and the analysis of empirical cases of civic strikes. The results indicate that protest, including de facto means, has become a “High Impact Collective Tutelage” that replaces the ineffectiveness of formal channels. The nonexecution of judicial rulings exacerbates the cycle of non-compliance-mobilization. It concludes with the need to strengthen judicial coercion and create Permanent and Binding Sectoral Tables to channel demands effectively and break this cycle.
